If x is larger than 4, then |x-4| is the same as x-4

We can drop the absolute value bars because the expression x-4 is always positive. For example, if x = 10 (which is larger than 4), then x-4 = 10-4 = 6 is positive. There are no cases in which x-4 is negative if x > 4.
