Point slope form should be: y - 9 = 2/3x + 6

point slope is 

y-y1 = m (x-x1)

we have (x1,y1) = (-9,9)  ........ slope = m = 2/3  ... now plug and chug

y - 9 = (2/3) (x - (-9))

y= 2/3x + 15
