Why were foreign officers welcomed into the continental army?

The continental army got from help from the French after the battle of Saratoga. The French brought a navy and supplies needed to keep an army running. The French also brought naval officers to train the continental army. At the battle of Yorktown the continental army with help from the French, made the British surrender.
