Given the figure;

The reflection rule across the x-axis is;

[tex]P(x,y)\rightarrow P^{\prime}(x,-y)[/tex]

Thus, the point A(3,1) after reflection is;

[tex]A(3,1)\rightarrow A^{\prime}(3,-1)[/tex]

Then, dilated by a factor of 2 using the point (-2,1) as the center of dilation.
