3x - 7y = 13x

3x -13x = 7y

7y = 3x -13x

7y = -10x

y = (-10/7)x <- answer 1

y = (-10/7) (-1)

y = +10/7 <- answer 2

y = (-10/7)(0)

y = 0 <- answer 3

y = (-10/7)(1)

y = -10/7 <- answer 4
