When are the fractional amounts 3/6 and 2/4 not equal?

Never. If you set up an equation making them equal to each other and you solve it, it will give you that they are equal. Even when you divide them separately (3 by 6 and 2 by 4 ) you get 1/2 for both. You can't change that. Look in the picture
