yes basically. Whatever number is closest to the whole number (number in front of the decimal) is what you are rounding up. Example: 7.60, This number will become a 8.00 because the 6 is higher than a 4 or a 5 so, it rounds up one.
(5 or up rounds up, 4 or down stays the same and numbers behind decimal turn to zero.)
