Texas laws blocked the migration of free African Americans into the state. White Texans also restricted the civil liberties of White opponents of slavery in order to suppress dissent about the institution. When rumors of a slave insurrection circulated in the state in 1860, Texans virtually suspended civil liberties and due process.
