Well, actually yes.

Explanation:

As the ball is going up its kinetic energy is getting transformed into potential energy. At the point, where entire kinetic energy (some part will be lost in overcoming air resistance) is transformed to potential energy ,it will stop going up, And from that point it will fall down.
