With the fractions being over 100 you could just say their decimal place immediately. Just put the decimal point to the left twice for each one. 32/100 would be 0.32 and 3/100 would be 0.03.
Anyways you would order from smallest to largest based on the tenths and hundredths.
The order would be:
0.03, 0.13, 0.3, 0.32, and 0.33
