Well,  first,  if you are talking solid coin change,  you should do quarters.  4 quarters in a dollar.  4*7=28,  and then 3 more quarters to have you at 7.75  Then take dimes until you are about to overflow.  You can add ONE dime.  Then add a nickel.  Then 4 pennies.

The answer is ONE.

first of all you could do it in different ways

1. 3 quarters, 2 dimes, and 4 pennies.
2. 9 dimes and 4 pennies
