Did the government have an obligation to step in and help protect the economy from being damaged by labor movements? Why or why not?

Yes. Thw government has the obligation to seek the best for the country and its citizens, in this specific case, the labir movements were unstabilizing the country. In the end they help get rights to the workers, and that improves the quality of their lives, it´s just a matter of time while the country stabilizes and owners of the bussines adapt to the idea of giving more to their employees.
