Of the crimes that are recorded by the police only about sixty percent (60%) are cleared by arrest, these rates can go significantly lower if they are committed against minorities, resulting in a lack of belief in the system from them. This low clearance rate might suggest to would-be criminals that they can get away with it, and that communities can't rely on the police.
