I am assuming that you mean the House of Lords in the UK - which is equivalent to Senate in other countries (such as the US), except that the members are nominated and not chosen.

The House of Lords is the member of the legislative branch of the government, and checking the compatibility of laws with the Constitution would be the duty of the judicial branch - so the statement is false!
