Since 7 is a divisor of 28, the smallest positive integer that will give an integer quotient when divided by 7 and 28 is 28.

If your answer choices are 14, 112, 56, and 36, then 56 is the appropriate choice. Neither 14 nor 36 is divisible by 28.

28 can be divided by itself and 7 I'd say, so for me 28 is the answer hope it helped. If that is not an option 56 would be a dividible number as would be 112. But the smallest is still 28.
