A rational number is defined as any number which can be expressed in fractional p/q of two integers, where 'p' is the numerator and 'q' is the denominator. 'q' can never be zero. A rational number can also be expressed as a terminating decimal.

So, when 0.25 is added in 0.45 it becomes 0.65 which is rational.

So, option C is correct.
